13) Scientists found that some electrons in an atom had more energy than others. This led Bohr to believe that electrons were arranged in rings. In the cloud model, we know that they are in levels, but not in set orbits. So it is more like different layers of clouds or areas in which the electrons are found. This is seen in the periodic table because elements that were put into the same columns because of similar properties were found to have the same number of outside electrons, and elements in the same period (row) have the same number of electron levels.
14) 8 valence electrons is a full outer level of electrons, and that is the situation in which the atom/ion is the most stable. The noble gases are atoms that naturally have 8 valence electrons, and so they don’t need to react in order to become more stable.

17) Na and Cl — Na has one VE and Cl has 7 VE so Na can give Cl its one electron to make both have a happy, stable 8. They are then ions, one positive and one negative, and so they are attracted to eachother, and that’s how they bond.
